how do you do when you want to see something done, but done want to ask for that thing to be done, cause then it looses all the meaning?

cause the whole point is that such thing has to be done cause it is supposed to be done without being asked for it to be done, but it doesnt get done cause nobody knows it has to be done, and you end up there waiting and waiting for months and deep inside you know it will never happen unless you ask for it but then it has no point for it?
